Fabrice LOCMENT received the Dipl.Ing. degree in Electrical Engineering from Polytech Lille, Ecole polytechnique universitaire de Lille, France, in 2003, and the M.S. and Ph.D. degrees in Electrical Engineering from the Université des Sciences et Technologies de Lille, France, in 2003 and 2006, respectively.
